Caring Now and For the Future Alberta 's Persons with Developmental Disabilities (PDD) Program
The PDD program provides supports and services for adults with developmental disabilities that help them be included in community life and be as independent as possible.
In 2008, the Minister of Seniors and Community Supports, the Honourable Mary Anne Jablonski asked the PDD Community Boards to meet with stakeholders to identify ways to improve the PDD program. The Community Boards met with over 200 adults with developmental disabilities, their families/guardians, service provider agencies and provincial organizations. As well, the Minister met with many individuals, families and service agencies and visited other jurisdictions to learn more about best practices in delivering supports for adults with developmental disabilities.
The Minister has identified six priority actions to improve the PDD program and asked the PDD Community Boards to move forward in implementing them. The goals of the priority actions are to improve clarity about the PDD program's mandate, increase consistency in program delivery, and improve effectiveness and efficiency to ensure the long-term sustainability of the program.

- Clarity: A new Mission and Core Businesses have been developed to guide the PDD program and clarify the purpose of the program and the type of supports it provides.

- Consistency: A regulation to define eligibility for PDD program supports took effect August 1, 2009. Anyone who is currently eligible for supports from the PDD program will not have to re-apply for eligibility. The regulation formalized the processes that were already being used by PDD Community Boards to determine eligibility.

As well, the PDD program will introduce a new way of assessing an individual's support needs. This assessment tool will ensure that every person who receives PDD supports is assessed the same way. The funding that they receive will then be based on their assessed needs.

- Effectiveness: Changes will be made to improve flexibility for families who wish to direct and manage supports for their family member with a developmental disability. Improvements will be aimed at minimizing the administrative burden for families, testing a number of “best practices,” and reviewing program policies to improve flexibility.

Many individuals being supported by the PDD program have complex needs, sometimes resulting from a dual diagnosis of developmental disability and mental illness or serious medical condition. The PDD program will work with stakeholders, including communities and other government departments, to identify roles and responsibilities aimed at improving the coordination of these supports.

The PDD program will develop a performance management framework to measure the program's effectiveness and performance against outcomes it is trying to achieve.
- Efficiency : A number of areas will be examined to make the PDD program more efficient through streamlining and removing duplication, both internally within the PDD program, and externally in the service delivery system.

- Sustainability: Collectively, the priority actions will contribute to sustainability, to ensure the program is available for years to come.
Some of the priority actions will begin to be implemented this fall; others will be phased in to ensure a smooth transition. All changes will be implemented by April 2012. With these changes, and by working together, all Albertans with a developmental disability can have the opportunity to be active and contributing members of our communities – both today and well into the future.
