Community Inclusion Index (CII)
In 2005, the PDD Central Region Community Board asked whether adults with developmental disabilities across Central Alberta were more included in their communities in 2005 than they were in 1998, when the Boards were first appointed.
The Board went on to ask whether there would be any way to know in the future whether the people supported through PDD would be more included than they were in 2005.
The interest in inclusion emerged from the PDD and Board vision, which suggest that full inclusion of individuals is the key aim associated with the overall program.
In 2005, staff began efforts to develop criteria and an index that could help provide some measures that would assist in answering the Board's question.
Through consultation with service providers, local college faculty and self advocates, a simple 13 item “yes / no” index was developed that looks at inclusion from the individual's perspective with particular emphasis on social relationships such as with family and friendships and involvement in recreational, cultural and other community activities that are not segregated or otherwise intended for people with disabilities.
