The Community Inclusion Supports Framework is the overarching provincial operational policy governing PDD funded situations. The framework provides context for the provision of supports provided through the service provider sector, family-managed supports and PDD facility based supports.

Mandate: The PDD Program provides supports that assist adults with developmental disabilities to live, work and participate in the community with the support of family, friends and the community. Supports range from a few hours a week of assistance, up to 24-hours a day of support, based on the unique needs of the individual.
Developmental disability is defined by the PDD Program as a state of functioning that began in childhood and is characterized by significant limitations in both intellectual capacity and adaptive skills. The following three criteria are used to make the determination of developmental disability for PDD Program purposes:
- Significant limitation in intellectual capacity;
- Onset prior to age 18; and
- Significant limitation in adaptive skills in two or more of the following adaptive skills area;
- communication
- home living
- community use
- health and leisure
- leisure
- self-care
- social skills
- self-direction
- functional academics
- work
